Simply unsubscribing/unselecting a DLC will not solve the problem, you have to delete the content permanently. On the other hand if the DLC is free of charge, mismatch will not be overcome by a simple download from the server. When we're talking about DLCs that have a price tag on them, download obviously does not initiate. I'm no expert but I think that when ever two players are 'checked' in the online/skirmish room, steam tries to load the exact same DLCs that other player has to the player lacking them.
